I knew it as Cardiff General when I was a kid.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.urban75.org\/blog\/images\/cardiff-photos-july-2020-04.jpg\" alt=\"Cardiff in lockdown - stations, street photos and night scenes, July 2020\" border=\"0\" \/><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.urban75.org\/blog\/images\/cardiff-photos-july-2020-05.jpg\" alt=\"Cardiff in lockdown - stations, street photos and night scenes, July 2020\" border=\"0\" \/><\/p>\n<p>That hoopy thing in the city centre.<\/p>\n<p>Called &#8216;Alliance,&#8217; the 25-metre-high (82 ft) sculpture was created by Paris installation artist Jean-Bernard M\u00e9tais, from a concept by art critic Herv\u00e9-Armand B\u00e9chy, and consists of a large, partly enamelled, stainless steel arrow, and a hoop that glows in the dark.<\/p>\n<blockquote><p>Alliance&#8217;s arrow and hoop seem to balance in the air. The hoop, filled with a phosphorescent liquid, is partially submerged below the pavement, with a mechanism programmed to make it rise and fall with the Bristol Channel tides.<\/p>\n<p>&nbsp;<\/p>\n<p>M\u00e9tais describes the piece as &#8220;an organic clock&#8221;
